KARACHI: Sindh Chief Minister Sindh Syed Qaim Ali Shah on Wednesday said the on-going target operation in the city against terrorists and other criminals will continue till elimination of last criminal. From the day first it was decided by the Federal and Sindh Government to continue the targeted operation up to its final destination rather than to surrender to any pressure. Both the governments are still committed for the same , he said.
The Chief Minister was presiding over the meeting on law and order situation and to review the performance of the law enforcing agencies ( LEAs) especially with reference to the on-going targeted operation against terrorists, kidnappers, extortionists in the city. The meeting was held at the Chief Minister House here, said an official statement. The Chief Minister appreciated the determination shown by LEAs for fighting against terrorists at the cost of their lives just to protect the common men.
He said that this operation was jointly launched by the Federal Government and Provincial Government with consultation of all political parties and stakeholder to fight against terrorists, kidnappers and extortionists without any discrimination. Sindh Government and LEAs are still working within their mandate and no one will be allowed to surpass the law.
He said that democracy was functioning at the centre and province and there was no space for victimization in the democratic set up.
The Chief Minister said that his Government would also share the achievements and performance made by LEAs during on-going operation in the Sindh Assembly as well.
The Chief Minister said that Sindh Government was very much aware of that and decided to defuse all kind nefarious designs with full force and keeping people also alive. He said that the Sindh government and LEA s were experiencing some bottlenecks / issues including illegal SIMs while carrying out targeted operation in the city. Now, Sindh Government is considering to have such a mechanism to resolve such issues with immediate effect. The data base of 40,000 SIMS were examined only to investigate one case of Chaudhri Muhammad Aslam Shaheed, he said.
Besides slow pace of proceedings of the criminal cases challaned in the courts was another problem to get the criminals convicted.
He said that convictions to criminals were deterrence for LEA’s in targeted operation and we must consider this severity.
The Chief Minister formed two-member committee comprising Advocate General and persecutor General of Sindh to approach the nigher authority of judiciary for speedy disposed of cased challaned with reference to targeted operation from 5th September and on ward for which government has sanctioned -5 more ATC Courts. The Chief Minister urged the officers of investigation and prosecution branches to establish close co-ordination among them on the pattern of Sindh Police and Rangers.
The Chief Minister Sindh said that Sindh Government was investing huge amount to strength the Sindh Police by equipping it with latest weapons, APC and bullet proof vehicles, helmet and vest for corps and enabling them to fight with terrorists with full force. He said that after the targeted operation the crime rate has declined, and the confidence of the citizens and business community has been resorted and improvement in investment and business activities have been achieved. The Additional I.G Police Karachi Shahid Hayat said that after the comparative study of present crime rate with its corresponding period, we will find big decline in the crime rate after targeted operation period.
He said that as compare to 1280 murder took place between 30th March 2013 to Sept 4, 2013 only 848 cases of murders have been reported from 5th September 2013 to 10th Feb 2014, (in 159 days).
Similarly 27 cases of kidnaping for ransom in Karachi registered during the operation period as compared to 35 cases in corresponding period of last year. Likewise, 879 complaints of extortion were registered during targeted operation as compared by 1100 complaints during same period before targeted period.
He said that from September 05-2013 to February 10, 2014 as many as 16214 accused including 4385 absconders and 387 POs were arrested as compared to arrest of 11029 criminal during 05-09- 2012 to 10-02-2013 and it gives difference of 5185 criminals arrest.
He said that 192 accused have been challenged in 169 cases in the ATC Courts while 8297 criminals challaned in 6429 cases in other courts.
He said that 144 criminals have been convicted in different cases, while 3485 criminals were granted bail by different courts. Similarly the meeting was briefed that 1697 accused were arrested by Rangers out of the 1628 handed ever to Sindh Polite 936 criminals were under trail while 280 were under investigation with Rangers.
The meeting was also informed that 67 criminals were with Ranger for 90 days detection under PPO.
Prosecutor General Sindh informed the meeting that 14 cases have been decided during the month of January 2014 out of which conviction has been made in 07 cases including death sentence in one case.
