Prime Minister Nawaz Sharif is seeking to settle issues relating to loan repayments for projects worth billions of dollars with the Chinese leadership. An advance team of top officials left for China a couple of days ago to finalise agreements prior to the arrival of Prime Minister Nawaz Sharif in Beijing. Most of the projects are in the energy and infrastructure sectors; and these are to be completed with Chinese investment.
The following is list of first priority power sector projects: (i) Sinohydro Resources Limited & Al Mirqab Capital – 1320 MW; (ii) Suki Kinari Hydropower Station – 870 MW; (iii) Sahiwal 2x660MW Coal-fired Power Plant – 1320 MW; (iv) Engro Thar 2x330MW Coal-fired, (v) Surface mine in Block II of Thar Coal Field, 3.8 million tons / year – 660 MW; (vi) Dawood 50MW Wind Farm (Gharo, Thatta) – 50 MW; (vii) Gwadar Coal Power Project – 300 MW; (viii) Muzaffargarh coal Power Project – 1320 MW; (ix) Quaid-e-Azam 1000MW Solar Park (Bahawalpur) – 1000 MW; (x) UEP 100MW Wind Farm (Jhampir, Thatta) – 100 MW; (xi) Sachal 50MW Wind Farm (Jhampir, Thatta) – 50 MW; (xii) Sunnec 50MW Wind Farm (Jhampir, Thatta) – 50 MW; (xiii) Rahimyar Khan Coal power Project – 1320 MW; (ix) SSRL Thar Coal BlockI 6.5mtpa & CPIH Mine Mouth Power Plant – 1320 MW; and (xx) Karot Hydropower Station – 720 MW.
The list of second priority projects: Gaddani Power Park Project: 4x660MW – 2640 MW; Jetty + Infrastructure; Transmission Line to Lahore; Transmission Line to Faisalabad; Chichoki Mallian 525MW Combined-cycle Power Plant – 525 MW; Kohala Hydel Project – 1100 MW; Pakistan Wind Farm II (Jhampir, Thatta) – 100 MW; HUBCO coal power plant – 660 MW; Salt Range Mine Mouth Power Project including mining – 300 MW; Thar mine mouth oracle – 1320 MW.
In addition to these projects, the following projects were agreed during the second JCC meeting as prioritised EHPs that would continue to be processed for implementation in due course: 8x600MW Open Pit Thar Coal Based Power Plants; 2x150MW Coal Fired Power Projects, Sundar; 2x150MW Coal Fired Power Projects, Faisalabad; 2x150MW Coal Fired Power Projects, Multan; 2x660MW Coal Fired Power Projects, Jhang; 2x660MW Pakistan Power Park Gaddani; Transmission Line Neelum Jhelum HPP; 300MW Solar Power Plant at Quaid-i-Azam Solar Park. China and Pakistan were scheduled to sign agreements during the visit of Chinese President but it was deferred because of sit-ins of PTI and PAT.
Prime Minister Nawaz Sharif is expected to sign a government to government framework agreement on the KLM Multan-Sukkur sector, KKH phase-II Thakot-Havelian section, Eastbay Expressway and Gwadar International Airport. According to sources, KKH phase-II project will be implemented through a sectional approach and agreed to the priority assigned to the three sections viz. Thakot-Havelien section(priority1), Havelian-Islamabad section (priority 2) and Raikot-Thakot section( priority). China has appreciated Pakistan in finalising the handing over of land of Gwadar Free Zone to the China Overseas Port Holding Company (COPHCL) and a draft lease deed between Gwadar Port Authority (GPA) and COPHCL.
