Governor can ask the chief minister to obtain a vote of confidence from the assembly when is satisfied that the chief minister does not command the confidence of the majority of the members.

Leading constitutional expert and internationally famed lawyer Pervaiz A Mir told APP on Sunday that according clause (5) of the 130 Article of the constitution "The Chief Minister shall hold the office during the pleasure of the Governor, but the Governor shall not exercise his powers under this clause unless he is satisfied that the Chief Minister does not command the confidence of the majority of the members of the provincial assembly and require the Chief Minister to obtain a vote of confidence from the assembly".

According to clause (6) of same article "The Chief Minister may, by writing under his hand  addressed to the Governor, resign his office".

About vote of no confidence, Pervaiz A Mir said that according to rule 23 of the rules of the procedure of the Punjab Assembly, (1)- A resolution under clause (1) of Article 136 for a vote of no confidence move by not less than 20 per cent of the total membership of the Provincial Assembly may be passed against the Chief Minister by the Provincial Assembly.
